US Currency Monitoring List

  • The US Department of Treasury recently removed India, along with Italy, Mexico, Thailand and Vietnam from its Currency Monitoring List of major trading partners that merit close attention to their currency practices and macroeconomic policies.
  • India had been on the list for the last two years.
  • In this report, the US treasury department reviewed and assessed the policies of major US trading partners, comprising roughly 80 per cent of US foreign trade in goods and services, during the four quarters through June 2022.

What Is a Currency Monitoring List?

  • Putting a country under the ‘Currency Monitoring List’ would mean that the country is artificially lowering the value of its currency to gain an unfair advantage over others.
  • This is because the lower value of the currency will lead to a reduction of the export costs from that country.
  • The US Department of Treasury releases a semi-annual report in which it tracks global economic developments and reviews foreign exchange rates.
  • It also reviews the currency practices of the US’ 20 biggest trading partners.

Three Criteria of Currency Monitoring List:

  • There are three criteria based on which a country is put under the currency watch list. A country that meets two of the three criteria in the US Trade Facilitation and Trade Enforcement Act of 2015 is put under the Currency Monitoring List.
  1. A “significant” bilateral trade surplus with the US — at least $20 billion in 12 months.
  2. A material current account surplus equivalent to at least 2 per cent of gross domestic product (GDP) over 12 months.
  3. “Persistent”, one-sided intervention — when net purchases of foreign currency totalling at least 2 per cent of the country’s GDP over 12 months are conducted repeatedly, in at least six out of 12 months.
  • Once a country meets all three criteria, it is labelled as a ‘currency manipulator’ by the US Department of Treasury.
  • Once on the Monitoring List, an economy will remain there for at least two consecutive reports “to help ensure that any improvement in performance versus the criteria is durable and is not due to temporary factors”.

What Does It Mean For India?

  • When on the US Currency Monitoring List, a country is considered a ‘currency manipulator’. A currency manipulator is a designation applied by US government authorities to countries that engage in “unfair currency practices” for a trade advantage.
  • This (the removal from US Currency Monitoring List) means that the Reserve Bank of India (RBI) can now take robust measures to manage the exchange rates effectively without being tagged as a currency manipulator.
  • This is a big win from a market standpoint and also signifies the growing role of India in global growth.
  • To manage exchange rates amid the rupee fall, the RBI recently took actions like buying dollars at the time of excess inflows and selling dollars at the time of outflows.

Question:

Which of the following nations was recently removed from the US Department of Treasury’s Currency Monitoring List, along with India?

A. Italy

B. Thailand

C. Vietnam

D. All of the above

CRISPR Technology: Personalised Cell ‘Editing’ Used to Treat Cancer Patients

  • For the first time, scientists have used CRISPR technology to insert genes that allow immune cells to attack cancer cells, potentially leaving normal cells unharmed and increasing the effectiveness of immunotherapy.

What Is CRISPR Technology?

  • CRISPR is short for Clustered Regularly Interspaced Short Palindromic Repeats, which is a reference to the clustered and repetitive sequences of DNA found in bacteria, whose natural mechanism to fight some viral diseases is replicated in this gene-editing tool.
  • Its mechanism is often compared to the ‘cut-copy-paste’ or ‘find-replace’ functionalities in common computer programmes.
  • The CRISPR gene editing technique has been previously used in humans to remove specific genes to allow the immune system to be more activated against cancer.

How Does it Work?

  • CRISPR not only takes out specific genes but also inserts new ones in immune cells, efficiently redirecting them to recognise mutations in the patient’s own cancer cells.
  • When infused back into patients, these CRISPR-engineered immune cells preferentially traffic to cancer and become the most represented immune cells there.
  • These are different for every patient, so finding an efficient way to isolate them and insert them back into immune cells to generate a personalised cell therapy to treat cancer is key to making the approach feasible on a large scale.

Benefits:

  • This is a leap forward in developing a personalised treatment for cancer, where the isolation of immune receptors that specifically recognise mutations in the patient’s own cancer is used to treat cancer.
  • The generation of a personalised cell treatment for cancer would not have been possible without the newly developed ability to use the CRISPR technique to replace the immune receptors in clinical-grade cell preparations in a single step.

Question:

Scientists recently used CRISPR technology to insert genes that enable immune cells to combat which of the following diseases?

A. Cancer

B. Tuberculosis

C. AIDS

D. COVID

CE20 Cryogenic Engine

  • The Indian Space Research Organisation (ISRO) has successfully tested the indigenously developed cryogenic engine that will power its heaviest rocket, the LVM-3.
  • The Launch Vehicle Mark-III went through the hot test at an uprated thrust level of 21.8 tonnes for the first time.

About the Test:

  • The recently tested CE20 cryogenic engine has undergone major modifications compared to previous engines, with Thrust Control Valve (TCV) for thrust control being introduced in the system.
  • ISRO said that in addition to it, 3D-printed LOX and LH2 turbine exhaust casings were inducted into the engine for the first time.

Objective Behind Hot Fire:

  • ISRO said that the objective behind the hot fire was to test that the engine could support a payload capability of up to 450 kg with additional propellant loading.
  • This will enhance the LVM3 payload capability up to 450 kg with additional propellant loading.

What Is a ‘Cryogenic Engine’?

  • A cryogenic engine/cryogenic stage is the last stage of space launch vehicles using Cryogenics.
  • Cryogenics is the study of the production and behaviour of materials at extremely low temperatures (below -150 degrees Centigrade) to lift and place heavier objects in space.

Details:

  • The cryogenic stage is technically a much more complex system with respect to solid or liquid propellant (stored on earth) stages due to the usage of propellants at extremely low temperatures.
  • A cryogenic engine provides more force with each kilogram of cryogenic propellant it uses compared to other propellants, such as solid and liquid propellant rocket engines and is more efficient.

Functioning of Cryogenic Engine:

  • Cryogenic engines make use of Liquid Oxygen (LOX) and Liquid Hydrogen (LH2) as propellants which liquefy at -183 deg C and -253 deg C respectively. LOX and LH2 are stored in their respective tanks.
  • From there, they are pumped into turbo pumps by individual booster pumps to ensure a high flow rate of propellants inside the combustion/thrust chamber.
  • The major components of a cryogenic rocket engine are a combustion/thrust chamber, igniter, fuel injector, fuel cryo pumps, oxidizer cryo pumps, gas turbine, cryo valves, regulators, fuel tanks and a rocket engine nozzle.

Question:

A cryogenic engine/cryogenic stage usually works on the fuel principle of

A. High Temperature, Low Pressure

B. Low Temperature, High Pressure
