Under the "divide and rule" policy, Lord Curzon divided the Bengal province into two parts. The eastern Bengal, a Muslim majority province, comprised Assam, and the western Bengal, a Hindu majority province, comprised Bengal, Bihar and Orissa.

Lord Curzon justified the administrative purpose for partition, but the actual objective was to create a rift between the Hindu and Muslim communities of Bengal. Congress opposed the partition. This partition of Bengal gave birth to the Swadeshi Movement.

The Swadeshi movement demanded self-rule from the British government. All the sections of society, including zamindars, merchants, lawyers, farmers, women, students, workers- opposed the partition. In 1911, Lord Harding, the then Governor-General of India, had to announce the cancellation of the partition of Bengal.
