Nagar panchayats are the urban local bodies of administration for the transition of places. It is entitled to the duties and responsibilities of developing the area with assuring the required facilities in small towns as well as in Panchayats and villages.

As it is not fully developed, it cannot be brought under the municipality. The Nagar Palikas will be in-charge of administrational activities. The different states have different rules and the criteria for choosing the place is to be assigned under Nagar Palikas.

The Nagar Palikas have a lot of functions to be discharged in the specified place. It includes providing drinking water and maintenance, managing the drainage system, and sewer management. It has to provide the required health facilities and sanitation facilities. It is also responsible for assuring primary education and slum improvement. Apart from providing the facilities for the development of the place of control, they are obliged to manage organisation and management of affairs.
