Disproportionation reactions are a special type of redox reactions in which an element in one oxidation state is simultaneously oxidized and reduced. For a reacting species to show disproportionation reaction it should exist in at least three oxidation states.

Chlorine can exhibit a maximum oxidation state of $+ 7$ as it has only seven valence electrons in its excited state. All the given species show disproportionation reaction, except ${ClO}_{4}^{-}$ because in this ion chlorine exhibits its maximum oxidation state and cannot be further oxidised.
